It depends entirely on which country you're in ! In the UK, spirits can only be sold from pubs by the bottle (off-licence) or in fixed quantities of either 25ml or 50ml (and multiples thereof).
Euros aren't legal currency in Northern Ireland but some of the alrgers pubs especially those around the border may accept them.

Yes they did,illegally in underground and secret bars that the govt. Did not know about. In the 1920's.
They still sell cigarettes in vending machines...in pubs and clubs, casinos and such.
Any decent specialty liquor shop should have it. If not, you should be able to order it.
