No it is not legal, even in a medical marijauna state, because federal law supersedes state law and even in states where medical marijauna is legal (which there are currently 16 states) it is still a federal crime to buy, sell, grow, posess or use marijauna or seeds in the US.

∙ 12y agoWhatever the law may be when ordering seeds over seas they go through customs. Seeds can be sent using STEALTH shipping. They put the seeds in a wallet or CD case. If customs opens your package you will get a letter stating that they have been confiscated, the odds of customs opening your package is very slim. I have ordered seeds many of times and know many people that order seeds weekly, believe me, its fine.
Some seeds are outright legal to import into the U.S., and some are not. Some seeds cannot be shipped in because of fear of disease being spread among plants. Some seeds can not be shipped because they are of an illegal plant such as marijuana.
