Instead they are propelled by air/CO2/springs, which makes them perfectly legal. You dont even have to be a certain age to purchase one. They are very convenient for pest control if you get one of the more powerful ones that fires lead pellets. If it was a traditional gun powder propelled round though it wouldn't be legal.
