Assuming you have the ability to conduct an experiment, then you should check if you need a special permit for the experiment in question. If a license isn't required, then you can go ahead and do your experiment.

The only point where an amateur scientist would struggle is in cases where the licensing laws apply. Anything that involves animals, humans, medicine, chemistry, radio technology, etc would require a special permit. In such cases being employed in a lab as a scientist would help.
