Under "normal" driving conditions, even Ford recommends a 5,000 mile oil change interval.

There's much evidence that with today's engines and oil formulations, 3,000 miles is wasteful and not necessary.

Should you change spark plugs on a 2003 Ford Windstar with only 30000 miles?

No, it is not necessary to change the spark plugs on your 2003 Ford Winstar at 30,000 miles. It has Platinum Plugs from the factory and they have a life span of approximately 100,000 miles. I suggest checking the gap and cleaning them at 50-60M miles, but not replacing until around 100K.
