No, you don't have to have NUM LOCK on on your PC.
On early 88-key keyboards, the numeric keypad also functioned as the cursor movement keys. You would turn NUM LOCK on to use numbers, and off to use the arrow keys. Now with separate arrow keys on the modern 102 key keyboards, there is no reason to turn it off.
