It all depends on the condition of the current surface. It would be necessary if the pool is currently painted or the old plaster is de-laminating or falling off in spots. A qualified pool plasterer should be able to tell you if the condition of the pool warrants sand blasting. Sometimes all you need to do is apply Bond Kote to help the new Diamond Brite to stick. Always get a few bids and check references to insure you get the best product. Thanks Mike.
