You should get close to 600km per tank.
-Replace the air filter every 20000km.
-Check tire pressure
-Have the fuel injectors cleaned
-Is your check engine light on? if so have it diagnosed
Could use a good tune up, fuel filter, Spark plugs, wires, etc...

You might have a blown headgasket on top
The problem when the digital dash of a 1994 Chevy Caprice goes out might be a fuse that is blown under the dashboard. This might also be related to a problem with the computer or with the wiring to the dash.
It can be eithier plug wires crossed or burned valves. Have it checked out.

I had the same problem with my '97 Astro van, the plastic vacuum line from the PCV valve to the vacuum cannister underneath the front end had broken. It might not be that vacuum line, but you do have a vacuum leak somewhere.
If it's a HO then it definitely does, if its the normal one, you might not.
Your 1987 Astro might go full throttle when the engine is started because the throttle is sticking. This could also be a problem with the starter or the ignition hanging during the start.

I've expericened this problem on my 94 . you have to take the dog houseing off which is the covering right underneath your radio,it's a silver part right over the rotor cap and it has three screw s to replace it you also might want to change the hoses on it as well
