They fluff up when nervous, scared or excited. Not being fluffed is probably a good thing. Means it is getting used to it's environment.

What do you do when your budgie is unwell?

Take it to the vet immediately. Pet birds generally do not show signs of illness until they are very sick. This is to avoid becoming prey to another animal. If you see your budgie spending more time on the bottom of the cage, notice he/she is less active, or find that he/she is "fluffed up" a lot it (They do this generally when they are sleeping, but a healthy budgie will usually tuck his head behind his wing), is time for a trip to your local board certified avian veterinarian.

Is it normal for budgies and cockatiels to share the same nest box and be in there at the same time?

It is not a good idea. If you provide a larger nesting box for the cockatiel and a small one for the budgie, there should be no problem. If the budgie has already claimed the larger nesting box as her own, you will never train her to leave, and will need to buy another large box for the cockatiel.

How can you make your budgie pet tamed?

You will notice that your budgie will be scared of your hand at first. To fix these problems, follow these simple instructions. Step one: Try some millet spray. Hold the millet spray in your hand and slowly move your hand closer to your budgie. While your doing that, talk to your budgie in a quiet and gentle voice. You will see that your budgie will move closer to your hand and trust you more. Step two: Once your budgie is on your hand, try petting it gently. Most budgies like it when rub its chest with your finger. Pairs of budgies to this all the time. This is called "preening". Now that you know these two steps you can care for your budgie well. *Remember, never force your pet to be tamed. It takes time and patience.

Is it normal for a budgie to come to your hand outside of the cage but not inside of it?

Yes - Their cage is their territory. You have to gain their trust in that area and placing you finger just above the feet whilst the bird is on its perch will prompt it to step on . Its takes time to build this trust so take all the time the bird needs

Does head bobbing mean the parakeets are aggressive or want attention?

Sounds like your budgie is playing. My budgie head bobs when he is hyper and playing in his cage, when he is practicing "talking" and is cleaning himself at the same time or when there is music on that he likes as if he is dancing to it.
