Is it normal for a budgie to be fluffed up most of the time then not be?

They fluff up when nervous, scared or excited. Not being fluffed is probably a good thing. Means it is getting used to it's environment.

It is not a good idea. If you provide a larger nesting box for the cockatiel and a small one for the budgie, there should be no problem. If the budgie has already claimed the larger nesting box as her own, you will never train her to leave, and will need to buy another large box for the cockatiel.

Yes - Their cage is their territory. You have to gain their trust in that area and placing you finger just above the feet whilst the bird is on its perch will prompt it to step on . Its takes time to build this trust so take all the time the bird needs

Sounds like your budgie is playing. My budgie head bobs when he is hyper and playing in his cage, when he is practicing "talking" and is cleaning himself at the same time or when there is music on that he likes as if he is dancing to it.
