It depends on the relationship of all involved. If the mother is loved very much by both the husband and the wife then, yes it is normal. Is the mother alone? (Is she a widower?) Is she living with the couple? How long has the couple been married? Is the mother overbearing and intruding on the marriage? There are a lot of variables to be considered before anyone passes judgment or their thoughts.

There might be some special reason to do this every 15 or 20 years give or take, but if this is happening every year, there is a problem.
