Those small black spots are normal, so don't worry! However, if these are lumpy then call up your vet to make an appointment.
As far as you want.. as long as both parents are full AKC, the offspring can be registered. A dog that doesn't fit standard wouldn't be rejected for registration.. a dog that is off standard just wouldn't win a confirmation trial.
