yes it is normal due to an oily residue on new rotors. it is recommended to use brake cleaner and or warm soapy water to remove the oils but not absolutely necessary. they will operate fine with the oil residue still on them but expect them to smoke and smell funny, it is normal . it takes a little bit for the brakes to get worn in as well as the rotors so start braking earlier than normal and don't slam on them until you feel them acting like normal or you will put grooves in the rotors and possibly the brakes as well wich will give your car that shake in the steering wheel and you will have to replace pads and pay to have the rotors turned or possibly replace the pads and rotors again due to an un-even surface.
Frozen brake caliper
A frozen brake caliper or if you just instaled new brakes and rotors you might have oil on the rotors as they need to be clean before installing.
if you also had your rotors replaced w/ the brake service then its because the mechanic did not completely clean off the chemical compound applied to the rotor when shipped. its used so it stays in top condition. if you have your OLD rotors and it smokes after new pads, then something is very wrong. more than likely wrong brake pad or the person who worked on your brakes messed something up.
This is a serious condition - you need to have your brain serviced or replaced immediately.
What gray smoke means: Gray smoke is caused by brake fluid. It generally means that your brake master cylinder is bad, and is getting sucked through the vacuum brake hose.
Smoke can come from several things. White smoke when first starting on a cold day is normal. Black smoke indicates the wrong fuel/air mixture. Blue smoke indicates that the engine is burning oil.
At that point I would ask them why they didn't adjust and inspect the parking brake when they did the brakes. Yes, it's possible, but I wouldn't let them do the work if they aren't going to take care of it under warranty.

In order to dictate whether or not smoking was a normal activity one would first have to put together parameters of normality. If normality is considered functions that were biologically intended, then no - the inhilation of smoke is not a normal activity, due the human respiratory system deriving no benefit (and even being damaged) by smoke inhilation.
