Once you reach a certain point your doctor should give you a chart to fill out to ensure you pay attention to fetal movement. There are ways to get the baby moving. Babies burp, yawn, and sleep in the womb. When they sleep they are still and when they move you'll feel a little butterfly movement (if you are in your early stages of pregnancy) and as you are further along you may see a bump in your tummy that could be a food or elbow. If you are feeling movement in your belly, it is much more likely to be gas. You would not have a negative pregnancy test at the point in a pregnancy when you'd feel fetal movement. You should look for another explanation for your "pregnancy symptoms."
