Generally, it is not recommended. The reason is that this sets up the "if I whine, cry, and act obnoxious, I'll get comfort (petting, scratching, play response, etc)" It would be better if you continually work to make the puppy be calm before *you* initiate wanting to play.

So my new puppy(which is 2 months old and a poodle) I got on christmas was playing with the neighbors dog (a husky about 8-9 years old), which is 6x his size. The bigger dog ran into him and knocked him over. I guess he got really scared and started yelping,whining,squirming you name it. He wouldn't even let my mom pick him up or touch him to comfort him. So I ask you, what was going on in his head?
