If you mean the bulb in the dash indicating your high beams are on, you need to remove the instrument cluster. Depending on the year of the car, you remove the instrument bezel cover, usually a couple screws under top edge of cluster, then remove the cluster. These screws are usually 2 at the tope and 2-3 at the bottom of the cluster, then remove the cluster, disconnecting 2-3 harness clips and the speedo cable if not equipped with digital speedo. Bulbs plug into back of cluster. Change them all if one blew out the others are not far behind and not very expensive....
If none of them are working, then it will probably be a fuse as you probably won't have any running lights either. If not then, you need to go to a car parts store, and get a repair manual for your car. They cost about $16.00 Or, go to a Public Library.
