I would say yes it is. But that usually depends on who it is. Still you celebrate your b-day not sayin he isn't going through a hard time. But best thing to do is try to take his min doff it. So take him out for lunch or something like that. Good Luck.

i would defiantly want to be wished a happy bday if my mom died cause i am probably going over a bumpy obstacle in life at that time and i need to be cheered up.
