Yeah, it's easy. Just grab hold and rip. I mean, it'll bleed a little bit, (alright a lot) but it'll be gone and it won't be annoying you anymore. No, generally there is no problems in plucking unwanted or stray hairs, but you should never pluck a hair growing out of a mole. Cut it instead.

my guess would that because when you pluck a hair it comes out from the root and pulls from your skin/scalp. But when you cut you're not usually cutting from the root. Well, yeah, that seems to be part of it. I would word it this way: It doesn't hurt when you cut hair because hair doesn't have any nerves, but when you pluck hair, you also kind of pull the nerve the hair is attached to.

Mole hair is different because of the bacteria under the skin. Mole hair is rougher and coarser than regular facial, arm, or leg hair. The bacteria doesnt break down enzymes that soften and thin the hair.
