It is also good to have it after (or during, just not that much) a workout because it replaces salts that your body lost in the workout. If you just drink it whenever, it has a lot of salt and sugar which is bad. To answer the question, it just depends on when you drink it.

Yes, it is best to work through it so your body moves forward, not backward. If you recover completely, you could be sore again the next time you work out. If you want to take it a bit easier, that is okay, but don't skip a workout completely.
