Possibly, yes but you have to take into consideration air circulation for the pump but especially for the heater. In order for the pump to run efficiently it needs circulated cooler air from some source. Do not run a pool heater in an enclosed shed even if it is vented through the roof. The heater needs a great deal of combustible air to function properly and to avoid carbon monoxide poisoning. Follow the heater mfg.'s instructions for venting.

Hmm, I just caught the "rubbermaid" portion of your message before I sent off my advice. Legally, you may not be able to run the heater in that type of shed. Check local codes!

In equipment engineering, its meager test is electrical insulation test. Its testing the grounding of an equipment.

using high quality insulation for all electrical and electrical equipment.

Rated insulation voltage is the maximum voltage that can be applied to the insulation of an electrical device without causing a breakdown or failure. It is a measure of the insulation's ability to withstand high voltage without impacting its performance or safety. The rated insulation voltage is typically specified by the manufacturer and is an important parameter to consider when designing or selecting electrical equipment.
The typical test equipment for this is a megger. The megger is connected to two conductors at a time to test the insulation between the two.
The firs step is to determine the insulation capability of roof. walls and flooring then compute for the capacity of the equipment
to avoid the danger of electrical equipment to direct charges into the ground to avoid eletrical shock

You wouldn't have any reason to buy it, or to make fiberglass insulation. It's a very inexpensive material, with a handfull of large manufacturers controlling the market. You could never overcome the cost of your equipment against established businesses, and the cost of manufacturing would exceed the retail price from existing sources.
Yes, especially if the equipment was originally checked out to you and you signed a responsibility paper for it.
BIL or basic impulse insulation level is the dielectric insulation gradient of a material tested to withstand the voltage stress at a voltage impressed between the material and a conductive surface beyond the BIL rating, an electric tracking starts to occur which will then result into an arcing flashover to the conductive surface. In addition it is the capacity of an equipment to withstand mechanical stress..like lightning strike without causing any damage to the equipment...
