Anything is possible. But, is it worth the time and expense? Raising could be very dangerous with the most plausible outcome being, that it would simply disintegrate after almost 85 years of being under water.

There was not a philosophy that superhuman powers controlled the universe. This sounds like a misrepresentation of Stoicism. This actually originated in Greece and became popular in the Roman Empire. It advocated the overcoming of the destructiveness of emotions though self-control and fortitude. By correcting the will one could achieve virtue and this would bring bring happiness. Lack of virtue meant slavery to the flow of passion and unrestrained will. Through reason and logic one could achieve the virtues of wisdom, courage, justice and temperance. Through virtue you would also embrace the universe. The universe was a material, reasoning substance, god or nature, one living being with one substance and one soul. Through virtue one could reach this oneness and embrace the wholeness of existence. You would reach the nature of the universe and of the world, the latter being part of the former.

That possibility has been considered before. The basic idea is that the Universe collapses due to gravity, and then expands again in the next Big Bang. However, there are several problems with that. For one, the Second Law of Thermodynamics would still apply. In other words, the next universe would be different from the current one, and the cycle could not continue forever. (Note: If you want to understand astronomy, a basic understanding of the Second Law is a must.) Also, this is not supported by observational evidence. For this to happen, the expansion of the Universe would have to slow down over time. The opposite is actually happening: the expansion of the Universe is accelerating.
You wouldn't know unless you are reborn as a human or if you meet someone who was human in the previous life. If you are reborn as a less intelligent being, you would not be able to comprehend rebirth.
