Is it possible to desalinate water from the ocean use it to make a green and lush Sahara in order to also prevent global water rise?

The amount of energy required to desalinate enough water would be huge, and anyway it would only irrigate the Sahara once. There is no soil there to retain the water and it would go straight through to the bedrock and drain way.
To maintain a green and lush Sahara would require not just fresh water, but also soil to grow whatever grass or crops were planted and a climate in which they could grow.
