The answer to this question is unproven as psiballs have not yet been proven to exist. However, some who claimed to creating a psiball has reported that it is possible to do this. No, It is not possible as they measure different things. Pounds is a measurement of force and psi is a measurement of pressure. This problem is similar to asking if feet can be converted to gallons.
Just release the ball and visualise it floating to your target. Do any actions you wish but the main thing is visualising the ball all the way until it breaks down (except a psi ball which has been programmed to not break down).

PSI is a pressure measurement. FPS is a speed measurement. It's not possible to convert between the two without a great deal of additional information (it might, for example, be possible to convert a pressure measurement in the chamber of a gun to an expected muzzle velocity of the projectile, with sufficient additional information).
