This can depend, from person to person, ethnicity to ethnicity. Generally, you should always avoid telling racist jokes about somebody with a different ethnicity to you, who is right next to you, this would be very rude, and offensive. It is also, always frowned upon, when telling a racist joke, that you really mean, people of different ethnicities should be treated equally. However, as long as you, and everybody you are telling it to, understand, that none of you wish to offend people of different ethnicities, and, that it is merely a joke, and, that that joke is not meant. Any joke is fine if its used at the right time and the right place. Racist jokes are no worse than jokes about church and accidents just as long as you dont tell the joke in the wrong manner. Right well telling racist jokes depends on how you tell them.
A sincere apology would be a good start.
They can be, if you are being racist about the other person's mama. Not in themselves. They are immature, sexist, and not funny to everyone who hears them. They can be told in a racist manner, and specific ones can be racist if race is brought into the joke.
