You should follow the manufacturer's recommendation in the owner's manual. This way, if something goes wrong during the warranty period, you will be covered. After the warranty period, you should change the oil every 5000-6000 miles or every 4 months.
Your "Owner's Manual" recommend to ISNPECT the Engine Accessory Drive Belt at every 150,000 miles (see page 6-9). To be safe, do it at every oil change. Replace if necessary.....

It most certainly is. Change the filter with each and every oil change every 5,000 miles.

Change it every 3500 miles if it is a pre 1995 vehicle. If it is a post 1995 Impala change it every 5,000 miles. It will say in your owner's manual. If you don't have one, you can go to a parts store and find a maintenance schedule on the first few pages of the Haynes manual for that vehicle.
For best performance it would be best to do so every 30,000 miles.
You should probably change a Chevy Impala transmission fluid every 3000 miles. This also applies to most vehicles on the road today. It is also important to check your transmission fluid at least twice a month.

It is not strictly necessary that you do it every time you change your oil. An obstructed air filter can, however, decrease your vehicles performance. It is recommended that you at least clear the filter of debris at each oil change and replace them every third or fourth oil change or when they are deemed degraded upon visual inspection.
