The Honda engine is what is called an "interferance" engine. That means that if the cam and the crankshaft are not aligned correctly (by the timing belt) the piston will strike the overhead valves. Should this happen,it is an expensive repair, far more expensive than a timing belt.
So the definitive answer is yes, it is really necessary to change the belt at regular intervals. You may get away with letting it go a bit longer but you're risking major engine damage.
