No dog should be allowed to fly, no matter what condition it is in.
I mean, look at a normal dog, it has enough problems walking without try to sniff the nearest creature or worse mount it - non species specific, digest the latest midnight human feast discarded on the pathway or pee against everything inert or moving for that matter. Let this thing loose in the sky and all bedlam will occur.
Imagine the vision of a dog trying to sniff a gull bottom, or worse a transatlantic 747 bound for Tahiti.
If you mean is it safe to fly IN an aeroplane, then of course, unless it is likely to get stressed by the flying - if that is the case, best to travel by rail or bus..
