Rinse it off thoroughly in cold water and pat it dry with a clean cloth: if it still smells, then throw it out. If it doesn't smell, you can cook and eat it then.
Incidentally, uncooked salmon can be poisonous to dogs due to a parasite.
Or you could soak it in lye and make lutefisk. It's regarded as a Scandanavian delicacy, or entirely nasty which is how most people regard it. Although safe to eat, lutefisk is disgusting in this author's opinion. It comes from a time long ago when long-term storage of food was problematic in the pre-refrigeration days.

To me, I would suggest smoking salmon. I have another helpful tip: ONLY eat Pacific salmon. Atlantic salmon is bad for your health.
