Most likely, this sound is coming from a vacuum leak in your brake servo, or brake booster. Which are usually located on the firewall, the wall that divides your engine compartment and cab.
Check for vacuum leak at brake booster
If the vacuum leak is small, then yes the brake booster will still function well enough to assist the braking action. However, if the vacuum leak is very large, or if the brake booster rubber diaphragm is ruptured , then the brake booster will be inoperative and you will NOT have power assist to the brakes. It's wise to just replace the power brake booster with a new unit if there is an internal leak in it, to avoid an accident due to a loss of braking power.

who ever said that a dodge ram diesel does not have a servo it is not true. I have a dodge diesel 2001 and it has a servo and the answer to this question is it had a vacuum leak in the servo vacuum line, changed that and cruise control worked great. the servo is under the drivers side battery.
