No longer than an hour or so if left out in room temp. Bacteria can start to grow on foods in an hour. Our stomach acids can kill some of these bacteria but not all. Foods should be kept out of the danger zone which is above 45 degrees and below 145 degrees. In this zone foods are perfect for bacteria.

The "basis" is that Daniel Fahrenheit pulled it out of the air - he chose the lowest temperature in Gdansk, Poland, as zero degrees, and 96 degrees as the temperature of a human. Then by marking his thermometer, he found out water boils at 212 degrees. Later it was refined by other scientists with better thermometers that ice melts at 32 degrees, people are 98.6 and...well, they thought 212 was a fine temperature for boiling water so they left that one alone.
The longer the better. Most recipes call for cooking at a low temperature (250 - 275 degrees F) for 4 to 6 hours.
