Is it safe to shoot a Baker Batavia Leader with modern loads if the barrels are a modern steel and not damacus?

Depends a lot on the care it has had over the last 80-90 years, but assuming it has been recently checked and approved by a competent gunsmith, it is probably safe if you stay away from any magnum loads. The gunsmith will also tell you if it has short chambers which would make it hard to find proper ammunition.
