A high fired clay pot is waterproof and a glazed pot is waterproof and both are safe for this purpose.

It should be safe to dry clay in a microwave, but it would not be practical. The clay won't get dry at all. Using a regular oven, or just leave the clay on a shelf would be the best bet to dry clay.

Why is it important to let clay dry before firing it?
Wet or even damp clay will explode or crack in the kiln as the water tries to escape from the hot pot. It is important to slowly dry the piece to make it safe to fire.

There might be rules and laws involved in this, but generally when a pipe gets a hole in it corrosion is the reason and a replacement is cheaper and the correct way to do it. Leaving it in the oven for a few extra minutes usually burns it, so putting a lighter up to one would create some extra smoke that would probably kill you. You might have to use actual clay that goes in a kiln
