A parental guardian is, in fact, primarily responsible for appropriately guiding a child through life into adulthood. However, that guardian is NOT responsible for any willful actions committed by the child unless there is proof that the child is guided specifically to the end that a crime is committed.

Depends on the state and crime. Also if the parent could have prevented it.

if parents cannot give time to care their children & leave them alone then such children can become stressed & we all know"empty mind, devils home"

so they commit different crimes and may also take help of drugs

mostly westerns are quite busy in work & can't seek their children & such condition may be deadly to their children

It depends on the factors that lead to that crime and the degree of seriousness. If law enforcement officials and courts decide that the parents had either a) something to do with their child's behavior or b) could have reasonable taken steps to prevent the crime from happening than the parents of a child who committed a crime can be held accountable.

In some cases where the child is young the parents may be dealt with by the state more harshly than the child themselves. Parents can become responsible for the acts of their children but that does not necessarily mean that the child gets off without punishment. The parents can be charged separately with a similar crime or even charged with crimes such as criminal negligence, neglect, child abuse and accessory.

The law is interesting in that it is interpreted many different ways by many different judges. Depending on the circumstances of each individual case parents may or may not be responsible for the crimes their children commit.
