All human beings have breasts and with breasts come nipples. the breasts are formed before the sex of the individual has come into play, the same way woman have clitoris, because if the DNA had not kicked in to say this individual is female, the penis will keep developing and the scrotum and testicles will develop, otherwise the penis production stops as a clitoris, the potential scrotum develops into labia and vulva, and the ovaries stay in the body cavity
