No. Current regulations only allow advancement of one rank to PV2.
A Scouting background does help in that you will be familiar with many of the things they will teach in basic training (Scouting was invented partly to help boys learn the skills needed to be military scouts). Also, many of the military leaders would look at being an Eagle Scout as speaking highly of you as a person.
Being an Eagle Scout probably does offer advantages in your military career but it does not confer any official automatic reward.

There is not a set "length" of time for earning the Eagle Scout Rank. The Eagle Trail, as it is often referred to, begins with joining scouts. The first three ranks earned are Tenderfoot, Second Class, and First Class. Scouting encourages Scout units to provide a program that allows Scouts to earn these ranks in their first year of Scouting. Keep in mind that the Scout must do the work and become proficient in the required skills. It is doable in a year but may take longer. In order to continue to advance in rank, a Scout must then start to earn Merit Badges, provide Community Service, Leadership within his Troop, and continue to demonstrate conduct consistent with the Scout Oath and Law. The next ranks do require a minimum time in rank to advance. Star Scout - 4 months, Life Scout - 6 months, and Eagle - 6 months. There are several ranks in Boyscouts. First is Scout, which is very easily earned and requires that you just memorize the scout oath, law, slogan, motto, and a couple of other things. Next is Tenderfoot, which requires that you learn some outdoor skills. Second Class requires more outdoor skills as does First Class. Then the Star and Life ranks require that you do more leadership. And Eagle is the ultimate rank of scouting, which is only reached by some scouts. It requires much work and merit badges and it is also hard to attain because many scout run out of time since they can not do any rank advancement when they become 18 years of age.
