Yes a minor can be given up at any age. The parent would have to have good reasons to do so though if they expect the state to care of their kids and they still have to pay child support to the state for the child when they give up parental rights (a must if the state will take them) and if they one day want custody and rights back they will most likely not get it. Only a judge can decide if you are allowed to give up parental rights.

I think this is something your mom needs to ask your dad and possibly the lawyer. If there are court orders that needs to be followed your dad and the court would have to give consent for your mother to take the child, you, out of the state or country.
If you haven't then I'm sure you will at a later date. If your mom, Grandma, or even great-grandma started when they were lets say 15, you might inherit that and not start until your 15.
