It's legal to date as long as her parents agree to it but you can not call her a woman at 16. She is a young teenage girl. And unless she has reached the age of consent in her state she is not allowed to have sex. Sp date if that is what you want but don't do anything dumb as getting her pregnant, asking her to move in etc. Those things usually leads to quitting school and getting nowhere. She still has the world by her feet and although many girls at that age dreams about a family they have no idea how it will be and that they will wish they had waited. So encourage her so she can enjoy her youth before settling down. You are ready for it but she is not.
