Fire is extremely powerful, but water doesn't have many weaknesses. Water beats fire. So I think lugia is better(No offense Ho-oh fans) =) No offence to you lugia fan but ho-oh achully does something with his life like searching for a worthy trainer but lugia just sits at the bottom of the ocean for the rest of its life and plus if it wasnt for ho-oh the 3 legendary dogs never would of been revived =)

If i had to choose i would pick ho-oh because lugia doesn't have a move that can inflict a status problem like ho-oh's sacred fire move however you can always teach lugia a move like ice beam that can cause freeze status. Either way i still think its ho-oh.
