If you think stat wise Ho Ho is a bit higher in attack but yet again Lugia is pretty strong. I got Soul silver by watching lugia vs ho ho battles on YouTube. One of my favorite moves for lugia is aroa blast, but lugia is flying and water, and ho ho is fire, which makes lugia stronger.
