No, altos are not the same as mezzo-sopranos. Altos are the lowest voice part, followed by mezzo-soprano. While most of the time they sing harmony to sopranos, they are not the same.

A mezzo soprano has a wider range of notes then a regular soprano. They can usually reach higher notes and lower notes then a normal soprano. Hopefully, any trained voice will be able to do something better than those with "normal" or "regular" voices. There are many kinds of sopranos and many kinds of mezzo-sopranos. Some sopranos can sing extremely high, above high C, and these sopranos will often not spend much time singing in the vicinity of middle C. Dramatic sopranos and mezzo-sopranos will often have almost identical ranges, with B-flat being a more natural choice for high notes than a high C. Dramatic sopranos, and in particular Wagnerian sopranos, can sing low notes well, including notes below middle C. The difference is in where the voice sounds best. The soprano voice will get tired if it spends too much time singing in the lower part of the voice, just as the mezzo voice will get tired if it spends too much time singing in the higher part of the voice.

There is not a voice part called mezzo-alto. However, there is a voice part called mezzo-soprano. Altos are the lowest female voice part, followed by mezzo-sopranos, and finally sopranos.
