It is said however, that the developers of Avalanche Studios were inspired by the real island Palau which is an island situated near the South East Asia country Philippines.
Therefore the developers thought it was a good idea to make up the name Panau as if it was an island from Southeast Asia since it rhymes with the original name Palau.
What you see in Just Cause 2 is not what you'll see in real life, it's all fictional and made up by the developers, although it would've been cool if there was. :)
