No according to the research I did on the internet it is one of a number of phonlines used by a criminal scammer who runs Romance for money scams, fake lottery scams (and probably others).
My guess is that this is an H232 gateway (Voip to phone line) and that is why the scammers are using it. If you are at all concerned, simply phone the bank up yourself using their website for the phone line.
