State within a state is a political situation in a country when an internal organ, generally from the armed forces, intelligence agencies or police, does not respond to the civilian leadership. If what are perceived as sovereign countries without independent power they are often referred to as dependencies or satellite countries.
Police fall under jurisdiction of the state government, not being an enumerated power of the federal government.
State police typically have more power than a sheriff because they are responsible for enforcing state laws across the entire state. Sheriffs, on the other hand, are usually responsible for law enforcement within a specific county and their authority is limited to that jurisdiction. State police may also have additional resources and training compared to sheriff's departments.
Means "pickup" generally but can mean other codes all depends on the police station,state,etc...
It is the power to arrest the people breaking the laws. Driving when drunk is an offence under negligence and the police can arrest someone.
