the oxides of metals specially of alkali metals are strongly basic so Potassium oxide form a Strong base ( alkali ) in water. K2O + H2O = 2KOH

Potassium iodide is a neither an acid nor a base. The potassium ion comes from the strong base KOH. Likewise, the iodide ion comes from the strong acid HI. Therefore, the salt is neutral.
