I think it may depend on how it's done. The Doctor Who performed mine told me there is a way to do it that is not necessarily permanent and there is a way where they actually burn the tubes or something like that (I was in labor and a little foggy on the details). Anyway, he only does it the "permanent" way and wanted to make sure it's what I wanted because I was only 26 and would not be able to reverse it. There was never any mention about how many years or an age where it would be less effective. They don't recommend you have it done too young because you may regret it later. I've been told by friends that the "not so permanent" way is tying them instead of burning them and that way makes it possible to still get pregnant.
Pregnancy after tubal ligation is very rare. Tubal ligation has less than a 2% failure rate and even if you do get pregnant without reversal surgery you are more likely to have an ectopic pregnancy. Ectopic pregnancy is very dangerous and you should see a Dr immediately if you feel that you may be pregnant.
