It is not illegal to place a letter in the mail that has not been stamped. If a letter does not contain a stamp, the postal service will return the letter to the sender with a note that says " needs stamp."

Not if the letter is deposited in a USPS mail box. It will not be delivered but it will be returned to the return address.

If the letter is deposited into the mailbox at someone's home, then, yes, it is a federal offense.

No you can not. The mailbox is for use of official mail that has gone through a post office only. I know of some instances that a mail carrier will not take mail from a box to be mailed if it does not have the name and address of the box owner on it. Meaning that you could not put your outgoing mail in someone elses box to be picked up.
