The only party that can place mail in a mail box is a United States Postal employee and you. Using a mail box for unpaid unpostaged flyers is against the law. Notice they don't let you place any flyers on the community bulletin board either. Buy a stamp!
The US Postal Service regulates the type of boxes allowed. In rural area's, the placement and height of the box for accessability by the rural carrier's car is dictated by the local office.
I don't know if it's illegal to place a flyer on the outside of the mail box but the inside contents are reserved for you and the mail carrier only. The flag on the box is designed to alert the mail carrier you have outgoing mail so sticking a flyer and moving the flag to secure it is tampering with the mail.

NOT an answer, but rather, an elaboration: I know in America, they are protected by law and is a federal offence to vandalize since you are technically leasing your mailbox to the federal government in order to receive your mail from the United States Postal Service. "Mailboxes are considered federal property, and federal law (Title 18, United States Code, Section 1705), makes it a crime to vandalize them (or to injure, deface or destroy any mail deposited in them). Violators can be fined up to $250,000, or imprisoned for up to three years, for each act of vandalism." What about Canada? It is a felony to tamper with mailboxes. The judge may not be severe but there can be a large fine and even jail time.
