The Delta Airlines, American Airlines, and FAA websites (see links below) all agree that a single butane hair iron, with the gas cartridge installed, is allowed. However, butane fuel canister refills (other than one inside the iron) are banned. AA and FAA say the butane hair curling iron (with the gas cartridge installed) is allowed in both checked and carry on luggage. Delta apparently allows a butane hair curling iron only in carry-on baggage. I haven't been able to find anything on the TSA website about butane hair curlers, but the TSA website says that, as of 2011, some butane lighters are now allowed (see link below). Since (some) butane lighters are permitted, and butane hair irons are safer than butane lighters, common sense would suggest that butane hair irons will also be permitted.

Butane will only stay a liquid under pressure. NORMAL lighters keep it in a sealed container so it only evaporates when the trigger is pressed. Zippo lighters are NOT sealed and even if they had a way to inject butane, it would all flow out the top. Zippos require a fuel that is a liquid at room temp and evaporates a little at a time so the sparks will ignite the gas. Zippo does produce a special butane lighter, however.
