A limited government is usually termed to describe one where there is less government intrusion in the rights of its citizens. It provides the environment for free and open elections on the basis of the rule of law. On the other hand, an unlimited government has indeed, no limits in its authorities and by its very nature can disrupt the conduct of free and open elections.
