the winding in the fuel pump is more than likely burnt out, or the brush's inside it are stuck, you would be safer replacing than atempting to repair

You would need to remove the fuel tank, remove the pump from the in tank module, and modify the module. It is easier to repair it correctly.

If you mean replacing the electric pump with a mechanical one, that is not possible.
