Its different in all states. some states do not allow it at all, for example ny. some states welcome it. In UK it is legal if you are 16 and over, you have passed a Compulsory Basic Test, you are wearing an approved helmet, the moped is insured, taxed and (as appropriate) has a current Ministry Of Transport inspection certificate.
